A top coal industry body has announced that China has decided to hold foreign coal imports to 300 million tonnes in 2019. While this recent news has been notable for the coke coal industry, it has little impact on the anthracite market. According to Yang Xianfeng of the China Coal Transportation & Distribution Association, import caps are necessary to help support their domestic miners. Mr. Xianfeng reiterated the need to find a balance between relationships between exporting nations and limiting competition to bolster their local coal suppliers. “We will maintain a certain level of imports, but we also don’t want the imports to be too big.” He stated at a recent expo held in Shanghai.
This recent cap comes from a concern for direct competition to China’s domestic coal market from powerhouse nations, like Russia. China has regularly capped imports to ensure their local miners are able to stay in business. Last year, foreign coal imports were held at 281 million tonnes. This year’s limit is expected to be about the same.
Aside from their own domestic production, China imports a large amount of coal from Indonesia. However, investment in Indonesia is expected to decrease over the next decade sharply. This is primarily due to a decline in the importation of coke coal. Imports of anthracite and metallurgical coal are expected to increase significantly. Russia, specifically Sibanthracite Group, is currently the leading global producer of high-grade and ultra-high-grade anthracite. It is predicted that Russia will overtake Indonesia as the world’s largest coal producer by 2040.
